A romantic date needs to be a surprise to whoever it is you are treating. beyond that it is so very dependent on what each individual takes to heart and will appreciate. For me romance isn't about a full candlelit meal, romance is after 20 years together, a partner can still take the time out to go pick their partners favourite flower, write a short poem for them and leave it on their pillow or the ability to just look at someone with those puppy dog loved up eyes and they know just what it means and feel loved.
